According to the National Center for Hydro-Meteorological Forecasting, as of 10 a.m. on July 23, the tropical depression was centered around 18.1°N latitude and 120.1°E longitude, located over the northwestern waters near Luzon Island (Philippines).

The maximum sustained winds near the center were at level 6 (39–49 km/h) with gusts up to level 8. It is moving west-southwest at a speed of approximately 15 km/h.

The tropical depression is expected to move northwest over the East Sea and gradually intensify, potentially becoming a tropical storm with maximum wind speeds at level 8 and gusts at level 10.

The system is expected to shift course northeastward, moving at 20–25 km/h, and gradually weaken back into a tropical depression.

Due to the tropical depression's influence, the eastern waters of the northern East Sea are expected to see strong winds at level 6–7, with areas near the center reaching level 8 and gusting to level 10. Wave heights could reach 2.0–3.5 meters, and the sea will be rough.

Vessels operating in the affected areas are at risk of encountering thunderstorms, whirlwinds, strong winds, and large waves.
