Prime Minister Pham Minh Chinh has directed urgent efforts to address the severe consequences of floods, landslides, and flash floods in the provinces of Dien Bien, Son La, and Nghe An. The government has approved an emergency aid package of $9.8 million to help affected areas recover and stabilize the lives of local residents.

In recent days, heavy rainfall has caused flash floods, landslides, and widespread inundation, resulting in serious loss of life, destruction of infrastructure, and major disruptions to daily life and production in these three provinces.

No one left hungry, thirsty, or without shelter

The Prime Minister has instructed the provincial Party Secretaries and People's Committee Chairmen of Dien Bien, Son La, and Nghe An to directly oversee and coordinate with the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Health, Education and Training, Culture, Sports and Tourism, and other relevant agencies to swiftly mitigate the disaster’s impact.

Authorities must ensure an accurate assessment of residents' food, water, and essential needs, delivering emergency supplies as quickly as possible. Local forces must be mobilized following the “four on-the-spot” principle, ensuring that no citizen is left hungry, cold, or homeless.

Efforts must also be made to restore electricity and communication lines, ensuring continuous and timely information flow. Military and police personnel, along with youth volunteers, are tasked with helping residents repair homes, clear roads, and restore traffic on key routes such as National Highway 12.

In addition, damaged medical facilities must be repaired urgently to provide treatment and ensure public health. Schools affected by the disaster must be restored promptly to avoid disrupting the new academic year.

Provinces are required to report their damage assessments and funding needs to the Prime Minister by August 3.

Armed forces ready to deploy air transport for isolated areas

The Ministers of National Defense and Public Security have been instructed to direct local units to assist with relief operations, including transporting food, water, medicine, and medical supplies to isolated areas. Air transport options must be prepared in case land access remains blocked.

The Minister of Agriculture and Environment is coordinating efforts to restore agricultural production, providing clean water, disinfectants, seeds, livestock, veterinary medicine, and support for irrigation systems. Agencies are also monitoring and forecasting weather to aid emergency response.

Communications, electricity, and transport to be restored quickly

The Minister of Construction is tasked with guiding provinces to restore damaged roads, especially on National Highways 12 and 7. The Ministries of Science and Technology, and telecom giants Viettel and VNPT, must ensure the rapid restoration of telecommunications and provide backup communication infrastructure in remote areas.

The Ministry of Industry and Trade has directed the Vietnam Electricity Group (EVN) to work with provinces on restoring power supplies and ensuring dam safety. Emergency mobile base stations and satellite communication systems are to be deployed where needed.

The Ministry of Health is providing provinces with disinfectants, medical supplies, and equipment for flood-related disease prevention and treatment.

Repairing schools and preparing for the new academic year

The Ministry of Education and Training is helping provinces disinfect and repair damaged schools and replace textbooks, teaching materials, and supplies to ensure readiness for the new school year.

The Ministry of Finance is working with the Ministry of Agriculture and Environment and other agencies to summarize local funding proposals and report to the Prime Minister today.

Deputy Prime Minister Tran Hong Ha, standing deputy head of the National Civil Defense Steering Committee, is overseeing the directive’s implementation. Deputy Prime Minister Le Thanh Long is assigned to inspect and support recovery in Son La, while Deputy Prime Minister Ho Duc Phoc will do the same in Nghe An.

Government disburses $9.8 million in emergency aid

Deputy Prime Minister Ho Duc Phoc has signed Decision No. 1653 approving emergency funding for the flood-hit provinces: Dien Bien will receive $3.9 million, Nghe An $3.9 million, and Son La $2 million.

The three provincial authorities are responsible for managing and using the allocated funds in accordance with the law. The funds must be used transparently, efficiently, and for their intended purposes, ensuring immediate support for affected communities. Local governments are also required to report on the fund usage to the Ministry of Finance, Ministry of Agriculture and Environment, and relevant agencies for consolidation and reporting to the Prime Minister.
