Typhoon Wipha is forecast to make landfall between Hai Phong and Thanh Hoa around 10 a.m. on July 22. However, in recent hours, the storm's movement has suddenly slowed to just 10 km/h.

Due to the impact of Typhoon Wipha, Bach Long Vi experienced strong winds at level 8 with gusts at level 10; Co To and Cat Ba (Cat Hai special zone) saw level 6 winds with level 8 gusts; wind at level 9 with level 10 gusts hit Cua Ong; Quang Ha experienced level 8 winds; and Mong Cai had level 6 winds, gusting to level 9.

According to the National Center for Hydro-Meteorological Forecasting, as of 10 p.m. on July 21, the typhoon’s center was approximately 80 km from Quang Ninh, 180 km from Hai Phong, 190 km from Hung Yen, and 220 km from Ninh Binh. Maximum sustained winds near the center reached level 10 (89–102 km/h) with gusts up to level 13, moving west-southwest at about 10 km/h.

This means that while Typhoon Wipha has intensified, its forward speed has dropped. Meteorologists warn that this combination requires close monitoring for potential changes in the storm’s behavior.

In the next 12 hours, the storm is expected to continue moving west-southwest at approximately 10 km/h and may strengthen. By 10 a.m. on July 22, the storm’s center is forecast to be over the sea between Quang Ninh and Ninh Binh with winds at level 11 and gusts at level 14.

During the following 12 hours, Wipha is projected to make landfall between Hai Phong and Thanh Hoa, maintaining its west-southwest trajectory at a speed of 10–15 km/h with wind intensity at level 8, gusting to level 10.

By 10 p.m. on July 23, it is expected to weaken into a low-pressure area over Upper Laos.

Due to Typhoon Wipha, the northern Gulf of Tonkin (including Bach Long Vi, Co To, Van Don, Cat Hai, and Hon Dau islands) will experience strong winds at levels 7–9. Areas near the storm's center may see levels 10–11, gusting to level 14. Sea waves could reach 2–4 meters, and 4–6 meters near the storm’s center, with extremely rough conditions.

In the southern Gulf of Tonkin (including Hon Ngu Island), winds are increasing to levels 6–7, reaching levels 8–9 near the center, with gusts up to level 11. Waves will rise to 2–4 meters with very rough seas.

Coastal regions from Hung Yen to Quang Ninh are at risk of storm surge ranging from 0.5–1 meter. Water levels are estimated at 2.4–2.6 meters at Ba Lat (Hung Yen), 3.9–4.3 meters at Hon Dau (Hai Phong), 4.6–5.0 meters at Cua Ong (Quang Ninh), and 3.6–4.0 meters at Tra Co (Quang Ninh), posing a high risk of flooding along coastal and estuarine areas by the afternoon of July 22.

Warning: Weather conditions at sea and along the coastal mainland are extremely dangerous during the storm. All activities and structures in the affected area are at high risk, including tourist boats, passenger ferries, cargo ships, fish farms, dikes, embankments, and coastal roads. These could be overturned, damaged, or flooded due to strong winds, lightning, waterspouts, high waves, and storm surge.

On land: From Quang Ninh to Nghe An, coastal areas will experience strengthening winds at levels 7–9, reaching levels 10–11 near the storm's center, with gusts up to level 14. Inland areas in Hai Phong, Hung Yen, Bac Ninh, Hanoi, Ninh Binh, and Thanh Hoa will see increasing winds at level 6, with some areas reaching level 7 and gusting to levels 8–9. Wind at levels 10–11 could uproot trees, topple power lines, damage roofs, and cause significant destruction.

From the night of July 21 to July 23, the Northeast, Red River Delta, Thanh Hoa, and Nghe An will receive heavy to very heavy rain and thunderstorms with totals between 200–350 mm, and isolated areas may exceed 600 mm. Other parts of northern Vietnam and Ha Tinh may receive 100–200 mm of rain, with some places exceeding 300 mm.

There is a warning for extremely high rainfall intensity (>150 mm/3 hours). This could lead to flash floods and landslides in mountainous areas and flooding in low-lying and urban zones.
