On the morning of June 13, local officials in Thai Thuy Commune (Le Thuy District, Quang Binh Province) confirmed that heavy rain from the storm led to a 15-meter-long breach in the Da Lam dam, posing a serious threat to low-lying residential areas.

Emergency crews have been deployed to monitor the situation, issue alerts, and evacuate residents in areas at risk of deep flooding should water levels continue to rise rapidly.

The Da Lam dam has a storage capacity of approximately 500,000 cubic meters. Prior to the incident, reservoir managers had proactively opened part of the dam to release water.

Elsewhere in Quang Binh, Bao Ninh Commune in Dong Hoi City also experienced heavy rain due to the storm. Around 5:00 a.m. on June 13, a fishing vessel with the registration number QB-11433-TS, owned by Le Hai Son of My Canh village (Bao Ninh), began listing severely while moored on the Nhat Le River, about 300 meters downstream from the Nhat Le Bridge, raising concerns it could sink.

Upon receiving the alert, the Nhat Le Border Guard Station mobilized personnel, coordinated with authorities and locals, and conducted pumping operations to stabilize and tow the vessel to safety. After nearly two hours of effort, the boat was successfully refloated and the flooded compartments were secured to ensure safe conditions.
