The Office of the Hanoi People’s Committee released a directive from Chairman Tran Sy Thanh emphasizing the need to accelerate the implementation of these key transportation projects.

For the Tran Hung Dao Bridge project and the approach road on the northern side, the city’s leader assigned the Long Bien District People’s Committee to coordinate with the Department of Finance to propose funding sources for land acquisition, compensation, and support for on-site infrastructure works.
The district was also instructed to coordinate with the Departments of Planning and Architecture, Agriculture, and Environment to carry out the necessary procedures for land recovery and handover to relevant agencies.
Regarding the implementation timeline and groundbreaking schedule, the city’s chairman tasked the Hanoi Traffic Construction Investment Project Management Board with reviewing and updating the project plan.
The Department of Construction must report to the city’s People's Committee with proposals aligned with real conditions, while still ensuring the groundbreaking ceremony takes place to mark the 80th anniversary of the August Revolution (August 19) and Vietnam's National Day (September 2).
In terms of the appraisal and approval of the feasibility study report for Phase 2 of the Tran Hung Dao Bridge project, Chairman Tran Sy Thanh directed the relevant departments to provide prompt assessments. The Department of Construction must finalize its evaluation and submit it to the People’s Committee by June 13, 2025.
The city leader also instructed all involved units to carry out their tasks via the “green channel” approach, prioritizing speed and avoiding any delays.
For the Ngoc Hoi Bridge project and its approach roads, the chairman assigned the Traffic Construction Investment Project Management Board to review and adjust the timeline for Phase 3, ensuring groundbreaking begins on August 19, 2025.
Additionally, the board is to expedite the preparation, appraisal, and approval of Phase 2 of the project to ensure seamless coordination with Phase 3, which includes the main bridge structure.
The district-level People’s Committees of Gia Lam and Thanh Tri have also been instructed to speed up the appraisal and approval process for the land clearance projects within their jurisdictions.
