At 10:00 PM, Dr. Ha Anh Duc, Director of the Department of Medical Services Administration (Ministry of Health), told VietNamNet that the agency had received a rapid report from the Quang Ninh Department of Health regarding the capsizing of the Wonder Sea tourist boat carrying 53 people, which occurred during a thunderstorm that afternoon.

"According to the preliminary report, 23 victims were transferred to Quang Ninh General Hospital and Bai Chay Hospital for emergency care. Among them, at least nine are currently being monitored and treated," said Dr. Duc.

Dr. Le Ngoc Dung, Director of Bai Chay Hospital, reported that as of 7:00 PM, the hospital had received and treated a 10-year-old boy involved in the incident.

"The boy arrived at the hospital alert but visibly anxious, with multiple abrasions. Our doctors conducted initial evaluations and are continuing to monitor his condition, which is gradually stabilizing," said Dr. Dung. At the time of admission, the child had no available information about the whereabouts of his parents, who were also aboard the boat.

Dr. Dung also shared that the hospital had promptly dispatched three ambulances and three medical teams to the scene to assist with transporting and treating victims.

Most of the remaining victims are being treated at Quang Ninh General Hospital. “The patients’ conditions are currently stable,” Dr. Ha Anh Duc added.

To ensure timely emergency care, the Department of Medical Services Administration issued a directive to the Quang Ninh Department of Health, requesting all medical facilities in the province remain on full alert to receive and treat victims. Hospitals were also instructed to concentrate resources and work with top specialists for prompt consultation and treatment.

"In cases that exceed the hospital’s capacity, patients must be urgently transferred to facilities with more advanced capabilities to ensure the best possible care and minimize fatalities,” the directive stated.

The Ministry of Health also urged medical institutions to provide both physical care and psychological support to victims and their families to help them recover from the traumatic event.

According to VietNamNet reporters at the scene, as of 10:00 PM on July 19, ten people had been rescued and 34 bodies recovered from the capsized boat.
