As of 9:55 PM on July 19, a total of 29 vessels - 27 boats and 2 canoes - have been mobilized to aid the rescue operation following the tragic capsizing of the tourist boat Vinh Xanh 58 in Ha Long Bay, Quang Ninh. Among these, 26 boats and 2 canoes were deployed by the military, and 1 vessel belongs to the Quang Ninh Maritime Administration.
The Vietnam Maritime Search and Rescue Coordination Center (VMRCC) confirmed that at 2:30 PM on July 19, the Vinh Xanh 58, registration QN-7105, operated by Doan Van Trinh from Ha An ward, Quang Ninh, capsized with 53 people on board - 5 crew members and 48 passengers. The incident occurred at coordinates 20°52’24”N, 107°04’3”E, at a depth of 7 to 8 meters, east of Dau Go Cave in Ha Long Bay.
Immediately after the accident, the Vietnam Maritime and Inland Waterways Administration instructed the maritime authorities in Quang Ninh and Hai Phong to urgently mobilize rescue units, including tugboats and pilot company vessels, to the scene to assist in search and rescue efforts.
The VMRCC dispatched a working delegation led by its General Director to join the task force headed by a Deputy Director of the Maritime and Inland Waterways Administration. This joint team, which also included representatives from the Quang Ninh and Hai Phong Maritime Administrations, coordinated the on-site rescue operation.
Rescue protocols were swiftly initiated, including issuing maritime alerts, preparing vessels and personnel for immediate deployment, reporting to the National Civil Defense Command, and working closely with relevant agencies to develop and execute effective rescue plans.
At 9:50 PM, Deputy Prime Minister Tran Hong Ha and Quang Ninh Party Secretary Vu Dai Thang arrived at the scene to directly oversee the rescue and recovery efforts. By this time, authorities were conducting a final sweep of the vessel before initiating towing operations to bring the capsized boat to shore.
By 9:30 PM, rescue teams had recovered 34 bodies.
At 9:15 PM, according to VietNamNet sources, 29 bodies had been recovered and 10 survivors rescued. Adverse weather conditions continued to complicate rescue efforts.
At 8:25 PM, rough seas and heavy winds in Quang Ninh made it increasingly difficult to locate the remaining victims.
At 8:10 PM, Quang Ninh Vice Chairman Nguyen Van Cong stated that multiple rescue and salvage strategies were being deployed. "Besides deploying divers, we are working to lift the vessel to locate the remaining victims," he reported.
As of 7:42 PM, the vessel had partially surfaced, prompting intensified rescue operations. Initial updates reported five confirmed deaths and 46 still missing.
At 7:15 PM, Dr. Le Ngoc Dung, Director of Bai Chay Hospital, confirmed that a 10-year-old boy had been admitted in stable condition with minor injuries. The hospital had dispatched three ambulances and medical teams to support the on-site response.
By 7:10 PM, rescue operations were ongoing in Ha Long Bay. Divers were unable to fully lift the vessel due to strong underwater currents and the boat’s cabin being buried in seabed mud. Officials noted that due to low tide, divers were struggling to secure ropes beneath the submerged hull.
At 6:55 PM, a crane barge was deployed to right the capsized boat, but efforts were hindered by its heavy weight. Search operations for missing persons continued urgently.
At 6:45 PM, more rescue personnel were mobilized to assist the search. Two additional bodies were recovered, bringing the death toll to five and reducing the number of missing to 36.
At 6:40 PM, local fishing vessels were used to illuminate the area. Officials reported that strong currents were complicating search efforts.
At 6:00 PM, Quang Ninh Chairman Pham Duc An continued to direct the rescue mission on site.
By 4:30 PM, divers were deployed to locate missing passengers. At the time of the incident, the QN-7105 tourist boat was carrying 51 people, including 3 crew members and 48 passengers from Cau Giay District, Hanoi. Border guards confirmed that 10 people had been rescued and three bodies recovered. Survivors were transported to Bai Chay and Quang Ninh General Hospitals.
The incident occurred around 1:45 PM on July 19, reportedly due to a sudden thunderstorm. The boat was registered to owner Doan Van Trinh of Quang Ninh.
Upon receiving the distress call, Quang Ninh authorities dispatched traffic police, fire and rescue forces to the scene. Local leaders immediately arrived to coordinate rescue operations.
As of 6:00 PM, the rescue and recovery mission was still ongoing with urgency.
