On June 28, General Luong Tam Quang, Minister of Public Security, presided over a ceremony to announce new appointments for provincial and city police directors in accordance with the National Assembly’s resolution on administrative reorganization.

During the event, the Personnel and Organization Department of the Ministry of Public Security announced decisions regarding the restructuring of provincial police departments and the status quo transfer of existing provincial police personnel. Leadership appointments for the newly organized provincial police forces were also confirmed.

Minister Quang presented appointment decisions and congratulatory bouquets to 23 newly appointed directors of local police departments following the provincial mergers, as well as to 11 directors retaining their positions.

The Minister emphasized that with only three days remaining until the new two-tier local government model officially takes effect on July 1, the restructuring of provincial and commune-level police forces is both urgent and critical. He described the process as “building the train while it’s moving,” highlighting the need for simultaneous action and planning.

He urged the 34 provincial and city police directors to immediately execute urgent and strategic tasks, ensuring the seamless operation of newly restructured police forces at all levels from July 1.

Minister Quang also stressed the importance of reinforcing internal unity, clearly assigning duties and responsibilities, identifying and addressing any obstacles promptly, and maintaining strict discipline. He emphasized proper conduct and ethics in public service, particularly in interactions with the public.

Absolute security and safety must be maintained throughout the merger process, he added, with no margin for error during the restructuring of provincial-level administrative units. No new district-level administrative units will be created, but commune-level units will be reorganized.

On behalf of the 34 newly appointed police directors, Major General Mai Hoang, Director of Ho Chi Minh City Police, expressed gratitude to the Central Public Security Party Committee, the Ministry’s leadership, and its departments for their guidance and support during the organizational changes.

Acknowledging both the honor and heavy responsibility of the new role, Major General Mai Hoang committed to fully and seriously implementing the directives issued by Minister Quang. He pledged to lead by example, foster unity within local police leadership teams, and wholeheartedly serve the nation and its citizens.
