Born in 1972 in Hoang Hoa District, Thanh Hoa Province, Truong Son Lam holds a degree in Information Technology from Hanoi University of Science and Technology, a PhD in Law from the People's Security Academy, and a certificate in advanced political theory.

Lam previously held several key positions within the General Department of Security. In March 2020, he was appointed Deputy Director of the Department of Cybersecurity and High-Tech Crime Prevention under the Ministry of Public Security. On October 10, 2022, he became the Director of Ben Tre Provincial Police.

His appointment as Chairman marks a strategic move for MobiFone, which is expected to play a more active role in national defense and security communications infrastructure moving forward.

Also announced was the departure of Nguyen Hong Hien from the position of Chairman of MobiFone. Appointed in June 2022, Hien previously served as Director of the Department of Technology and Infrastructure under the Commission for the Management of State Capital at Enterprises (CMSC).

Hien, born in 1974, held various roles in both government and state-owned enterprises, including at SCIC and the CMSC. Though his tenure was largely low-profile, he led MobiFone through a challenging period as traditional telecom services declined and digital transformation became imperative.

Under his leadership, MobiFone reported strong financials in 2024, with pre-tax profits exceeding 2,000 billion VND (approx. USD 78.5 million), surpassing targets by 20%, and tax contributions 57% higher than planned.

Once a leader in Vietnam’s telecom industry, MobiFone has faced setbacks in recent years. The company is now repositioning itself as a digital service provider for individuals, businesses, and government clients.

Thai Khang
