
Nguyen Thi Thanh Tra raised several questions to the Ministry of Home Affairs (MHA) for clarification.
In 2024, the Central Government directed MHA and localities to accelerate the implementation of the salary policy reform as stipulated in Resolution 27. Localities have created job positions at all agencies and units as guided by ministries and branches to enable salary payments based on job positions.
However, the salary system based on rank and grade has continued since July 1, 2024, with a 30 percent base salary increase, and the content of the salary reform policy has not been implemented.
The development of new salary tables based on job positions was not completed in 2024. How far has the reform gone?
Implementing the Politburo’s Conclusion 83, the Government issued Decision 918 on August 27, 2024, assigning MHA to study and propose amendments to laws on civil servants and public employees concerning salary grade promotions and extensions of promotion periods (within 2024). The ministry also outlined the implementation progress during press briefings.
The question is whether the base salary increase continues in 2025 in line with the country’s socio-economic development.
Tra stressed that these issues relate to the rights of civil servants and public employees nationwide and urged the Ministry to respond promptly.
MHA has responded as follows:
On the progress of developing new salary tables based on job positions, under Conclusion 83, the Central Economics Commission will lead a preliminary review of the Resolution 27 implementation. In coordination with the MHA’s Party Committee and relevant agencies, it is studying the suitability and feasibility of implementing five new salary tables and nine new allowance regimes for the public sector. These will be submitted to the Central Government for consideration after 2026, once the Politburo issues and implements the Job Position Catalog for the political system.
Regarding the amendment and supplementation of legal regulations related to the salary grade promotion regime and extension of the salary increase period, MHA said the amendment is related to the amendment of the Law on Cadres, Civil Servants and the Law on Public Employees. The ministry is submitting to competent authorities to amend and supplement the laws.
2025 is the final year of the 2021–2025 socio-economic development and financial plans. However, given domestic and global socio-economic fluctuations and projected state budget difficulties, there is no basis for considering further salary adjustments or other policies in 2025.
Thus, the salary reform based on job positions remains under thorough preparation.
