General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man held separate meetings and talks today with Lithuanian President Gitanas Nauseda during his official visit to Vietnam.
General Secretary To Lam described the visit as a historic milestone that will further advance the Vietnam-Lithuania partnership. He expressed appreciation for Lithuania’s longstanding support and affirmed Vietnam’s desire to deepen relations with traditional friends, including Lithuania.

Mr. To Lam highlighted Lithuania’s leadership in information technology, financial technology (FinTech), artificial intelligence (AI), and cybersecurity - key areas in the global digital transformation. Both sides agreed on major directions and measures to enhance cooperation across sectors including economy and trade, defense and security, science and technology, innovation, energy, agriculture, and labor.
They also shared common views on regional and international issues, agreeing to strengthen coordination and mutual support at multilateral forums such as the United Nations, ASEM, and the ASEAN-EU framework.
The leaders underscored the importance of expanding cooperation in education, culture, and people-to-people exchanges to further solidify bilateral friendship. To Lam also asked the Lithuanian government to support the Vietnamese community living and working in Lithuania, as well as expand training opportunities for Vietnamese students in Lithuania’s areas of strength.
The two sides exchanged views on international and regional matters and agreed to strengthen coordination and mutual support at multilateral forums such as the United Nations, ASEM, and within the ASEAN - EU framework.
In his talks with President Nauseda, President Luong Cuong emphasized that this was the first-ever state-level visit between the two countries since diplomatic relations were established - marking the beginning of a new era of cooperation.
President Nauseda affirmed that Vietnam is a leading partner of Lithuania in Southeast Asia. Both leaders agreed that trade, investment, and economic collaboration are key pillars of the relationship, with ample room to boost two-way trade.
They pledged to facilitate access to each other’s markets, leveraging Vietnam’s entry to ASEAN and Lithuania’s position within the EU. They also agreed to accelerate the signing of key cooperation agreements, including one on the avoidance of double taxation, to remove trade and investment barriers.
Vietnam and Lithuania also see opportunities for cooperation in agricultural production and processing, especially with complementary high-quality agricultural products.
The two sides will share experience and enhance cooperation in high-tech sectors such as digital technology, FinTech, AI, green transformation, and renewable energy. These areas are seen as vital for both countries' development and offer promising prospects for joint initiatives.
Defense and security cooperation will be promoted in accordance with international law and each country’s regulations, with a focus on crime prevention, safety, and cybersecurity.

President Cuong also urged Lithuania to help expedite the approval of the EU-Vietnam Investment Protection Agreement (EVIPA) by remaining EU member states, and to support the European Commission in lifting the IUU “yellow card” on Vietnam’s seafood exports.
Both leaders committed to close coordination and mutual support in global and regional matters. Vietnam also backs Lithuania's early accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), while Lithuania supports deeper Vietnam-EU cooperation.
During his meeting with President Nauseda, National Assembly Chairman Tran Thanh Man praised the encouraging growth in bilateral trade, which reached over USD 200 million in 2024 and USD 94.7 million in Q1 of 2025.

However, the chairman noted that these figures remain modest given the potential of both countries. He called on businesses to maximize the benefits of the EU-Vietnam Free Trade Agreement (EVFTA) to boost investment and trade.
Chairman Man emphasized the importance of parliamentary diplomacy in strengthening mutual understanding and political trust. He proposed establishing friendship parliamentarian groups as key bridges to elevate legislative ties and create a strong foundation for broader cooperation.
President Nauseda agreed to foster collaboration in economics, trade, investment, science and technology, innovation and digital transformation, education and training, culture, and people-to-people exchanges. Lithuania is also ready to share expertise in areas such as FinTech, cybersecurity, and renewable energy.
Chairman Man also appreciated the Lithuanian Parliament’s early ratification of EVIPA and encouraged Lithuania to advocate for its approval by the remaining EU members to facilitate enterprise cooperation.
