The government has instructed relevant ministries, sectors, and local authorities to prepare and submit for approval the North-South high-speed railway project, with construction expected to commence before December 31, 2026.

On April 23, 2025, the government issued Resolution No. 106/NQ-CP, outlining the implementation of Resolution No. 172/2024/QH15, approved by the National Assembly on November 30, 2024, regarding investment in the North-South high-speed railway project.

According to the resolution, implementation must closely follow the approved investment policy to ensure the project's objectives and scale.

The railway will stretch approximately 1,541 kilometers, with a designed speed of 350 km/h and a load capacity of 22.5 tons per axle.

It will include 23 passenger stations and 5 freight stations, and will be equipped with modern vehicles and equipment capable of dual-use for defense, security, and freight transport when necessary.

Resolution 106 designates the high-speed railway project as a national priority due to its massive scale and advanced technical and technological requirements - marking the first of its kind in Vietnam.

Accordingly, the National Assembly has allowed for the application of several special mechanisms and policies to facilitate implementation.

The Ministry of Construction is tasked with reviewing and adjusting the zoning plans around railway stations, including modifying planning indicators, architecture, technical and social infrastructure where necessary.

This is part of an effort to develop urban areas based on transit-oriented development (TOD).

Local budget funds will be used for independent public investment projects, including compensation, support, and resettlement in areas surrounding the stations.

This will help create land reserves for auction to support urban development as per regulations.

The auction of land near railway stations is expected to generate revenue for both local and central governments to reinvest in infrastructure.

The plan also mandates the development of a training strategy to build a skilled workforce for the railway sector.

This includes education and training initiatives for state management agencies, project management units, investors, operators, and maintenance personnel.

The Ministry of Construction, as the leading agency, will coordinate with other ministries, sectors, and localities to draft and submit the project proposal for the Prime Minister’s approval, with construction scheduled to start before December 31, 2026.
