The Program aims to cut and simplify administrative procedures (APs) to create a favorable business environment, foster innovation, ensure growth targets, and enhance the efficiency of state management.

Specifically, the Program focuses on reviewing, reducing, and simplifying APs and investment and business conditions, with concrete objectives as follows:

In 2025: Immediate reduction and simplification of APs related to production and business activities; elimination of at least 30% of unnecessary investment and business conditions; reduction of at least 30% in the processing time of APs and 30% in compliance costs.

100% of administrative procedures related to businesses will be conducted online, with maximum reduction of paperwork. 100% of APs will be processed without dependence on provincial administrative boundaries.

Additionally, 100% of the approved plans for decentralizing authority in resolving APs under Decision No. 1015 of 2022 must be fully implemented.

All internal administrative procedures between state agencies and within each administrative agency must be reduced and simplified to align with organizational streamlining efforts.

In 2026: Complete the reduction and simplification of 100% of unnecessary, conflicting, overlapping, or vague investment and business conditions.

At the same time, abolish 100% of investment and business conditions for sectors and professions not listed as conditional business lines under the Investment Law.

By 2026, the Program targets a 50% reduction in AP processing time and compliance costs compared to 2024.

All APs specified under mandatory technical standards must be reduced and simplified; 100% of corporate reporting requirements must be conducted electronically.

All internal APs within each administrative agency must be managed on digital platforms.

All information, documents, and materials required for APs related to production and business activities must only be submitted once to state administrative agencies, and all eligible APs must be fully conducted online.

Promoting administrative procedures in the digital environment

The Program's contents include: cutting and simplifying APs related to production and business activities; cutting and simplifying internal APs; and promoting APs independent of administrative boundaries.

Regarding the reduction and simplification of APs related to business activities, ministries and ministerial-level agencies are tasked with cutting and simplifying APs under their management. Provincial People's Committees are responsible for reducing and simplifying APs stipulated in documents issued by People's Councils and People's Committees.

The Program specifies that the reduction and simplification of internal APs include procedures between administrative agencies and procedures within each agency. Ministries and ministerial-level agencies must urgently complete the implementation of internal AP simplification plans according to the approved schedule.

Following completion, all internal administrative procedures between state agencies must be fully disclosed on the National Database on Administrative Procedures, with a deadline of April 30, 2025.

To promote APs independent of administrative boundaries, the government outlined tasks including expanding the provision of administrative services in the digital environment and comprehensively reforming the reception, processing, and delivery of AP results regardless of administrative boundaries.

Ministries, ministerial-level agencies, and provincial People's Committees are to provide online administrative services for APs under their jurisdiction and fully digitize 100% of administrative files and results.
