According to the decision, Minister of Construction Tran Hong Minh will serve as the head of the committee. Four deputy heads have been appointed, all of whom are Deputy Ministers: Nguyen Danh Huy (permanent deputy head), Nguyen Van Sinh, Bui Xuan Dung, and Pham Minh Ha.

The steering committee comprises 14 members, including directors and heads of specialized departments and agencies under the Ministry of Construction, the Director of the Railway Project Management Board, and the General Director of Vietnam Railways Corporation.

The committee's main responsibilities include overseeing research and the implementation of strategies, tasks, and solutions to address issues related to national railway projects managed by the Ministry. This is to ensure project progress and quality are maintained.

Additionally, the committee is responsible for advising and proposing effective solutions for project execution, as well as monitoring and urging relevant organizations and individuals to fulfill the responsibilities outlined in project investment policies and approval decisions. This is critical to ensuring timely construction and high-quality results.

Initially, the committee will focus on two major national railway projects: the high-speed railway along the North-South axis and the Lao Cai - Hanoi - Hai Phong railway construction project.
