The Vice Chairpersons of the Committee include Permanent Secretary of the Party Central Committee Tran Cam Tu, Deputy National Assembly Chairman Nguyen Khac Dinh, and Deputy Prime Minister Le Thanh Long.

This afternoon, the National Assembly adopted a resolution approving the review and amendment of certain provisions of the 2013 Constitution.
The resolution states that the amendments aim to support the ongoing reform and streamlining of Vietnam’s political system. This includes clarifying regulations related to the Vietnam Fatherland Front (VFF), socio-political organizations, and the administrative and local government structure.
The National Assembly has established a dedicated Drafting Committee to coordinate with relevant agencies in preparing the resolution to amend and supplement the Constitution. This draft will be presented for review and approval within the current 9th session.
The Drafting Committee for the amendment of the 2013 Constitution includes 15 members.
Chairman of the Committee is Tran Thanh Man, Chairman of the National Assembly. The Vice Chairpersons are: Tran Cam Tu (Permanent Secretary of the Party Central Committee), Nguyen Khac Dinh (Deputy Chairman of the National Assembly), and Le Thanh Long (Deputy Prime Minister).
Standing members include: Hoang Thanh Tung (Chairman of the Committee for Legal and Judicial Affairs), Nguyen Hai Ninh (Minister of Justice), and Nguyen Thi Thu Ha (Vice President and Secretary General of the Central Committee of the Vietnam Fatherland Front).
Eight additional members include: Nguyen Thanh Hai (Chairman of the Committee for Deputy Affairs), Duong Thanh Binh (Chairman of the People’s Aspirations Committee), Le Quang Tung (Secretary General of the National Assembly), Nguyen Quang Duong (Deputy Head of the Party Central Organization Commission), Nguyen Thanh Hai (Deputy Head of the Central Internal Affairs Commission), Pham Tat Thang (Deputy Head of the Central Propaganda and Mass Mobilization Commission), Le Quoc Hung (Deputy Minister of Public Security), and Cao Huy (Deputy Minister of Home Affairs).
The Committee will be responsible for researching and drafting the resolution, organizing public consultations, and collecting feedback from citizens, sectors, and government levels.
Following the consultation process, the Committee will review and incorporate the feedback into the final draft resolution for the National Assembly’s approval.
Clarifying the Party’s leadership role over the Fatherland Front
According to the draft report on constitutional revisions, the Standing Committee recommends restructuring political and mass organizations under the VFF’s umbrella.
Article 9 is expected to be revised to clarify the Communist Party’s leadership role over the VFF, reaffirming the VFF’s position as a pillar of the political system, a foundation for people’s government, and a venue for expressing public will, uniting the people, and promoting democratic participation.
Article 10 will also be reviewed to reinforce the role of trade unions and ensure alignment with Article 4. Once under the VFF’s umbrella, the article will also include provisions on the representative role of workers at both national and international levels.
Article 84 may be revised to remove the authority of central agencies of VFF member organizations to submit draft laws or ordinances to the National Assembly’s Standing Committee.
Article 110 is expected to be revised to broadly define administrative units under a two-tier system: provinces or centrally governed cities, and lower-level administrative units.
