General Secretary To Lam also held talks with Vyacheslav Volodin, Chairman of the State Duma of the Russian Federation.

Chairman Volodin warmly welcomed General Secretary To Lam, expressing appreciation for his presence in Moscow on behalf of the Vietnamese Party and State to attend the 80th anniversary celebration of the Victory in the Great Patriotic War.

He emphasized that this gesture reflected the deep brotherhood and solidarity Vietnam has extended to the former Soviet Union and to modern-day Russia.

Chairman Volodin affirmed that Vietnam is a Comprehensive Strategic Partner and a trusted friend of Russia in Southeast Asia.

He noted with pride that all political factions within the Duma support Vietnam and wish to advance cooperation between the two nations.

General Secretary To Lam praised the role of the Russian State Duma in the country's political system and its positive contributions to parliamentary cooperation and bilateral relations. He reiterated that Vietnam places great importance on consolidating and enhancing ties with Russia. He emphasized that parliamentary cooperation is a practical channel for overseeing and facilitating the implementation of intergovernmental agreements, while also deepening mutual understanding and trust.

Chairman Volodin welcomed General Secretary To Lam’s concrete proposals to revitalize the traditional friendship, and pledged to include them in the Duma’s agenda and relevant committee work.

The two leaders agreed to strengthen ties between the Vietnamese National Assembly and the Russian State Duma, promote legislative exchanges, and improve the legal framework to facilitate broader bilateral cooperation.

They emphasized the vital role of parliamentary diplomacy in supporting efforts to expand economic, trade, investment, energy, education, and people-to-people cooperation, as well as collaboration at the local government level.

Both leaders also agreed to enhance youth exchanges as a way to preserve and carry forward the legacy of traditional friendship between the two nations.

Additionally, they discussed closer coordination at multilateral parliamentary forums to jointly advocate for peace, cooperation, and sustainable development across the region and the world.
