Vietnam has successfully supported the elimination of 264,522 out of 277,420 makeshift and dilapidated homes nationwide - reaching 95.3% completion - according to the latest data from the Ministry of Ethnic Affairs and Religions. Of these, 229,328 homes (86.6%) have been completed, while 35,194 are still under construction.

Daily construction target to meet August deadline

By the government’s deadline of August 31, 25,232 substandard homes still require construction or repair. On average, each province must build or renovate 26 homes daily - starting nearly 7 new builds per day and finalizing about 19.

So far, support has been provided to 41,632 homes for families of revolution contributors (34,792 completed; 6,840 in progress), 87,105 homes under two national target programs (80,008 completed; 7,097 in progress), and 126,867 homes through the Prime Minister’s campaign to eliminate substandard housing (108,075 completed; 18,792 in progress).

Among the remaining homes, 2,371 are designated for revolution contributor families, 10,266 under the two national target programs, and 12,635 under the Prime Minister’s campaign. Of these, 6,433 have not yet begun construction.

As of July 8, 18 out of 34 provinces (52.9%) had fully completed housing support for all three target groups. On July 18, Thua Thien Hue is expected to join this group, raising the number of “early finishers” to 19 provinces.

Urgent push before War Invalids and Martyrs Day

In Official Dispatch No. 1172 dated July 8, the ministry urged provincial leaders to intensify efforts and mobilize resources to meet the government's housing deadlines. Notably, homes for families of revolution contributors and martyrs’ relatives must be completed by July 27, ahead of Vietnam's War Invalids and Martyrs Day.

All unstarted homes must be launched simultaneously and completed before August 31. Provinces are also required to update progress daily on the national housing support platform.

VND 389 billion in additional support for housing

To date, over VND 17.8 trillion (approx. USD 700 million) has been mobilized from central and local budgets, along with socialized funds, to support housing efforts. More than 113,400 people have contributed over 1 million workdays.

On June 28, the Prime Minister signed Decision No. 1403 reallocating over VND 975 billion (approx. USD 38.3 million) from state budget savings to housing support in 28 provinces. This brings the total from the 5% savings fund allocated for housing to over VND 4 trillion (approx. USD 157 million).

Following the Prime Minister’s Directive No. 84, the Ministry of Ethnic Affairs and Religions consulted four agencies - the Central Vietnam Fatherland Front, the Ministry of Finance, the Ministry of Construction, and the Ministry of Agriculture and Environment. All approved the ministry’s proposed funding adjustments.

On July 9, the ministry submitted a proposal to the Prime Minister to increase support for homes built under the national target programs. The plan raises the new home support to VND 60 million (USD 2,400) per unit and repairs to VND 30 million (USD 1,200) per unit.

This adjustment will provide additional funding to 14 out of 34 provinces, totaling over VND 389 billion (USD 15.3 million), including VND 82.4 billion from the National Fund for the Poor and VND 306.7 billion from the Prime Minister’s housing campaign.

Early finishers include: Hanoi, Lai Chau, Son La, Lao Cai (including Yen Bai), Quang Ninh, Bac Ninh (including Bac Giang), Hai Phong (including Hai Duong), Hung Yen (including Thai Binh), Ha Tinh, Quang Ngai (including Kon Tum), Khanh Hoa (including Ninh Thuan), Dong Nai (including Binh Phuoc), Ho Chi Minh City (including Binh Duong and Ba Ria - Vung Tau), Tay Ninh (including Long An), Dong Thap (including Tien Giang), Vinh Long (including Ben Tre and Tra Vinh), An Giang (including Kien Giang), and Can Tho (including Soc Trang and Hau Giang).

Provinces with unfinished targets include: Cao Bang; Tuyen Quang (including Ha Giang); Dien Bien; Thai Nguyen (including Bac Kan); Lang Son; Phu Tho (including Hoa Binh); Ninh Binh (including Nam Dinh); Thanh Hoa; Nghe An; Quang Tri (including Quang Binh); Thua Thien Hue; Da Nang (including Quang Nam); Gia Lai; Dak Lak; Lam Dong (including Dak Nong); and Ca Mau (including Bac Lieu).
