Prime Minister Pham Minh Chinh has signed a decision to establish a Policy Advisory Council tasked with providing timely counsel to the Government on responses to domestic and global economic and social fluctuations. Former Deputy Minister of Industry and Trade, Tran Quoc Khanh, has been appointed as the Council’s Standing Member.

Formally established on April 24 under Decision No. 812, the Council comprises ten core members, including five former senior officials from central government bodies. These include:

Tran Quoc Khanh – Former Deputy Minister of Industry and Trade (Standing Member)
Le Quang Hung – Former Deputy Minister of Construction
Tran Ngoc Liem – Former Deputy Chief Inspector of the Government
Nguyen Sy Dung – Former Deputy Director of the National Assembly Office
Tran Dinh Thien – Former Director of the Vietnam Institute of Economics

The Council also includes eight distinguished scholars and sectoral experts, such as:

Hoang Van Cuong – Vice Chairman of the National Council for Professorship
Huynh Quyet Thang – President of Hanoi University of Science and Technology
Pham Hong Chuong – President of National Economics University
Nguyen Thi Lan – Director of Vietnam Academy of Agriculture
Can Van Luc – Chief Economist of BIDV
Truong Gia Binh – Head of the Prime Minister’s Advisory Council for Private Sector Development
Nguyen Tu Quang – CEO of BKAV
Nguyen Trung Chinh – Chairman of CMC Corporation

The Council is mandated to provide strategic recommendations to the Government on policy planning and governance related to national socio-economic development. It is also expected to assist the Prime Minister in crafting timely solutions to address unexpected socio-economic changes, both domestically and internationally.

Under the Prime Minister’s directive, the Council is authorized to contribute to key national reports and development proposals submitted to the Party Central Committee, Politburo, Secretariat, National Assembly, and its Standing Committee. The Council may also directly engage with ministries, agencies, localities, research institutes, and academic centers.

Additionally, the Council may consult with domestic and international experts, including overseas Vietnamese professionals, and retired or active senior officials. It is entitled to participate in relevant government conferences, working delegations, and high-level meetings involving matters within its mandate.
