On the morning of April 15, at the Presidential Palace in Hanoi, President Luong Cuong held official talks with General Secretary and President of China Xi Jinping.

President Luong Cuong emphasized that regular meetings and exchanges between the top leaders of the two Parties and States not only enhance high-level political trust and strengthen traditional friendship but also provide strategic direction for the bilateral relationship.
Vietnam, he affirmed, considers itself a “good neighbor, good friend, good comrade, and good partner” of China, and sincerely congratulates China on its comprehensive and significant development achievements under the leadership of the Chinese Communist Party.
President Xi Jinping expressed his deep gratitude for the warm, thoughtful, and fraternal reception by the Vietnamese Party, State, and people toward the Chinese delegation. He expressed confidence that, under the steadfast leadership of the Communist Party of Vietnam, the country will successfully fulfill its set goals and tasks and organize the 14th National Party Congress effectively.
Both leaders stressed the historical and cultural ties between Vietnam and China, describing the two countries as "mountains and rivers connected." The long-standing friendship between their Parties and nations, nurtured by President Ho Chi Minh and Chairman Mao Zedong, remains a valuable common asset for both peoples that must be preserved and promoted by future generations.

President Luong Cuong reiterated that strengthening and developing the friendship and cooperation with China is a strategic choice and top foreign policy priority for Vietnam.
Marking the 75th anniversary of diplomatic relations and the 2025 Year of People-to-People Exchanges between Vietnam and China, President Xi stated that the bilateral relationship has evolved from a traditional friendship into a strategic partnership to jointly build a shared future, setting an example of solidarity and mutual support.
President Luong Cuong proposed several key directions for future cooperation, including maintaining high-level exchanges to enhance trust, sharing governance and development experience, and optimizing Party-to-Party, government, legislative, and people-to-people cooperation mechanisms.
He suggested deepening practical cooperation in key areas, especially in science and technology, which should become a new pillar, a driving force, and a highlight of bilateral ties.

Both sides committed to effectively implementing the 2025 Year of People-to-People Exchanges and increasing cultural and friendship exchanges to strengthen public support for bilateral relations.
They also agreed on the need to manage and resolve maritime disputes properly, based on high-level common understanding and in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), while preserving peace and stability in the East Sea and the region.
China ready to boost infrastructure cooperation with Vietnam
President Xi welcomed the suggestions from President Luong Cuong and affirmed China's willingness to maintain high-level strategic exchanges with Vietnam.
China also hopes to accelerate connectivity between its Belt and Road Initiative and Vietnam’s “Two Corridors, One Belt” framework. It is prepared to promote infrastructure cooperation, especially on three railway routes linking the two countries, develop cross-border economic zones and smart border gates, and expand imports of high-quality Vietnamese products.
