On the morning of May 17, authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented the supplemental budget adjustment proposal to the National Assembly. The proposal included three key points:

First, an increase in the 2025 central budget estimate to cover expenditures related to policies for officials, civil servants, public employees, and workers affected by organizational restructuring.

Second, the transfer of unallocated central government recurrent spending from the 2024 budget to 2025, to fund tuition fee exemptions and other tasks arising from organizational adjustments.

Third, an allocation ensuring that 3% of the total 2025 state budget is designated for science, technology, innovation, and national digital transformation. This aligns with Resolution 57 of the Politburo and Notice No. 03 from the Central Steering Committee on the development of science, technology, innovation, and digital transformation.

Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that these are urgent and essential measures to ensure timely funding for revolutionary breakthrough tasks outlined by the Party Central Committee and the Politburo. Many initiatives are already underway, yet ministries and localities have not received official budget allocations.

The National Assembly voted overwhelmingly in favor of the resolution, with 436 out of 438 present delegates approving. One delegate voted against, and one did not vote.

Lawmakers urged the Government to promptly allocate and deliver the approved budgets to ministries, central agencies, and localities. They also called for transparent implementation, avoiding policy misuse, and ensuring efficient, economical, and corruption-free use of funds.
