The US Department of Commerce (DOC) has officially initiated administrative reviews of anti-dumping and countervailing duties imposed on a number of Vietnamese export products, according to Vietnam's Trade Remedies Authority.

These reviews include key export items such as paper shopping bags (Case No. A-552-836, review period: January 3, 2024 - June 30, 2025), steel nails (Case No. A-552-818, review period: July 1, 2024 - June 30, 2025), walk-behind lawn mowers and parts (Case No. A-552-830, review period: July 1, 2024 - June 30, 2025), welded stainless pressure pipes (Case No. A-552-816, review period: July 1, 2024 - June 30, 2025), and passenger vehicle and light truck tires under countervailing duty investigation (Case No. C-552-829, review period: January 1, 2024 - December 31, 2024).

According to the Trade Remedies Authority under the Ministry of Industry and Trade, all interested parties must register as stakeholders within 30 days of the DOC’s review notice on July 30, 2025. Requests for review must be submitted no later than July 31, 2025.

If no requests are submitted by the deadline, the DOC will instruct the US Customs and Border Protection (CBP) to liquidate all cash deposits on entries covered by the scope of the order.

Within 35 days of the Federal Register publication (anticipated August 4), the DOC will select mandatory respondents based on CBP import data. The DOC may also issue quantity and value questionnaires as a basis for respondent selection.

Parties may withdraw their review requests within 90 days of initiation, by an expected deadline of September 28, 2025, though extensions may be granted on a case-by-case basis.

To qualify for a separate duty rate, Vietnamese companies must submit a separate rate application within 21 days from the notice date, tentatively July 21, 2025. Failing to do so, and if not selected as a mandatory respondent, companies could be subject to the Vietnam-wide rate.

Furthermore, the DOC may require relevant data to determine an appropriate surrogate value country for Vietnam.

To protect their legitimate interests, the Trade Remedies Authority recommends that affected Vietnamese manufacturers and exporters stay informed, comply thoroughly with the DOC's information requests, and coordinate closely with the authority throughout the review process.
