It is clear that streamlining and reorganizing the apparatus is necessary to reduce the burden on the budget, but that is just one thing. If the new system operates with old thinking, there won’t be space for talent.

Also important is the way of doing things. How to make it effective, efficient, and catch the wave for development; how to make the apparatus after reorganization operate in the most flexible and best way to bring the greatest benefit to the country.

A new system that still operates with old thinking will find it very difficult to create space for talent to be valued and developed. This is by no means a simple issue. This is a question not only for leaders but also for all those who bear the responsibility of being public servants.

For officials, if they do not ponder over this question, do not place themselves in the flow of reform, and do not proactively innovate their thinking, it will be difficult to meet the demands of the current stage.

It is time for every official, in every position, to proactively engage with a high sense of responsibility; they must truly commit to the cause of reform, fully promoting their capabilities, knowledge, and skills to contribute to the country's development progress.

To "rise up," cadres, officials, and public servants must mature day by day, not only in vision and thinking but also in the courage to act, the ability to execute, and the spirit of accountability to the people and the times.

What needs to be done?

First, it is crucial to boost the morale of officials after reorganization. This is very important and should be done immediately after restructuring, so that officials can set aside personal concerns in their mind and embark on the next journey. It is also necessary to motivate our staff at a high intensity to create motivation and confidence so that they can work with peace of mind.

There are three issues - income, mechanisms for utilizing talent, and working methods.

High salaries are a must. Talents must have a place to work and show their talent, not necessarily appointed to leadership positions because there are people who are only good at their profession and passionate about their expertise. The important thing is to have the right person for the right job. 

Also, the way of working must be practical and effective, avoiding the situation where the top is “hot” and the bottom is still “cold”, i.e the Central Government is ‘running’, while the localities are ‘sitting still’.

Next is establishing a new game and new rules. The new game is defined as a phase of accelerating national development, a phase to lay the foundation for building socialism in the future.

The new rules involve establishing an attractive work mechanism that encourages officials to commit and contribute, dare to think, dare to act, dare to innovate, and pursue goals; they should enjoy significant rewards (including high salaries and substantial bonuses to make them feel their efforts and intellect are worthy) but also face strict discipline.

Build a task management system based on KPIs (key performance index), i.e key performance indicators for managing officials and organizations. This is an important tool for measuring and evaluating the performance of each individual, department, or entire organization.

At the same time, it is necessary to establish a suitable system of sanctions for clear rewards and punishments. This should be based on the level of task completion through checking the KPIs of individuals and organizations as the basis for rewards and penalties.

If these things can be implemented skillfully and scientifically, the revolution will naturally eliminate "low-quality" elements and create an elite workforce for the country, with high-quality human resources for the Party and state agencies at all levels, becoming increasingly "refined".
