Speaking to VietNamNet on the afternoon of July 15, Tran Viet Quang, Chairman of the People’s Committee of Quy Nhon Dong Ward, said that after detecting the sewage discharge onto Ly Hoa beach (previously Nhon Ly commune, now part of Quy Nhon Dong Ward, Quy Nhon City, formerly Binh Dinh province), local authorities and the construction contractor promptly took action to address the issue.

Mr. Quang attributed the situation to tidal activity, which caused sand to block the drainage outlet. Rainwater and daily domestic wastewater accumulated underground.

When the contractor cleared the drainage system in preparation for handing it over to a new operator, the long-standing buildup was suddenly released.

"The water discharged onto the beach was simply rainwater, with no other causes involved," Mr. Quang stated, adding that authorities are now reviewing the wastewater drainage plan to propose long-term solutions.

On July 14, a 22-second video circulated on social media, showing a large volume of black wastewater gushing from a drain onto the beach, raising concerns about environmental pollution and damaging the beach’s image.

That same day, the Quy Nhon Dong Ward People’s Committee filed a report on the incident.

According to the report, the overflow originated at a drainage outlet connected to a coastal road improvement project in Ly Chanh and Ly Hoa villages.

The project, managed by the Quy Nhon City Office of Economic and Urban Infrastructure, began in January 2024 and was completed in June 2024.

However, the facility has not yet been officially handed over to Quy Nhon Dong Ward or any relevant management unit.

The report also noted that during construction, the outlet became buried by sand pushed in by high tides, causing water to build up without being drained.

On July 14, 2025, the construction unit - Khoi Trading and Construction Co., Ltd - cleared the outlet but failed to construct a proper drainage channel, resulting in a mass outflow of stagnant water across the beach surface.

After inspecting the site, the ward authorities ordered the contractor to clean up the polluted sand and sludge caused by the overflow to restore the beach’s appearance by the end of the day on July 14, 2025.
