
According to the Department of Home Affairs, 1,885 individuals currently working in Quang Nam’s provincial agencies (excluding Party, Fatherland Front, and mass organizations) are expected to transfer to the administrative center of the new provincial administrative units in Da Nang after the merger of Quang Nam and Da Nang.
Of these, 1,110 are cadres and civil servants, 591 are public employees (excluding those in education and health sectors), and 184 individuals are working under labor contracts in various departments and public service units.
Additionally, the province plans to reassign 136 cadres, civil servants and public employees to work at commune-level administrative units in the newly established province, equivalent to 5 percent of the total payroll.
To support officers’ relocation, the Department of Home Affairs proposed granting travel and housing allowances of VND5 million/person/month for two years and a lump-sum living expense subsidy of VND30 million/person.
The total estimated cost for the 1,885 individuals is VND282.75 billion, with over VND56 billion for one-time subsidies and over VND226 billion for monthly support.
For the 136 individuals reassigned to commune-level units, those traveling 30km or more from their previous to new workplace will receive VND1.5 million/month for two years, with a total cost of over VND4.8 billion.
The proposal has been submitted to the Department of Finance for review and will be submitted to the provincial People’s Committee for consideration and decision soon.
According to Quang Nam’s Department of Finance, 526 state-owned properties and headquarters are under the province’s control. After merging with Da Nang, 45 properties will become surplus, while 481 will be used to maintain the operation of state agencies and units.
Quang Nam has developed a plan to use the existing properties to serve the new administrative structure, including arranging workers from Da Nang for work in Tam Ky, Quang Nam.
It is estimated that 100 personnel from provincial Party agencies, the Fatherland Front, and socio-political organizations have registered to continue working in Tam Ky.
Additionally, many officials from Da Nang will be assigned to work in Quang Nam in the fields of ethnic affairs, religion, agriculture, and rural development.
According to the Quang Nam People’s Committee, relocating some officials from Da Nang to Tam Ky will ensure the effective operation of the administrative system in a large region often affected by natural disasters and home to a significant ethnic minority population.
Quang Nam also has plans to repurpose certain properties. The provincial Fatherland Front headquarters at No 14 Tran Phu will continue to be used for about 80 officials and can accommodate 16 additional organizations.
