At the opening session of the 9th sitting of the 15th National Assembly on May 5, the Central Committee of the Vietnam Fatherland Front (VFF) presented a report summarizing the major opinions and recommendations from voters and the public nationwide.
To prepare for this session, the VFF Presidium received reports from all 63 provincial and municipal Fatherland Front Committees, 24 delegations of National Assembly deputies, 20 member organizations, and comments from VFF Presidium members.
The result was a comprehensive 35-page report compiling approximately 1,737 opinions submitted to the National Assembly for consideration.

According to the VFF, voters and citizens largely support the government’s resolute implementation of its apparatus streamlining strategy, stating it aligns with the people’s wishes.
There was strong consensus and approval for several major policies, including: the Politburo’s resolution on breakthroughs in science, technology, innovation, and national digital transformation (notably the “Digital Literacy for All” campaign); the plan to waive tuition fees from preschool through high school; the movement to eliminate dilapidated housing; timely policies for those affected by organizational restructuring; prioritizing unused facilities for education, healthcare, and community use; and recognizing the private sector as a key driver of the economy.
Voters also praised the government’s efforts to resolve bottlenecks in economic development and endorsed the 2025 GDP growth target of 8%.
However, concerns remain.
During this unprecedented restructuring of government units, a small number of voters remain concerned about administrative unit naming and location of new provincial centers (though over 99% expressed support). Some public employees worry about longer commutes or being forced to resign due to relocation challenges.
There is widespread anxiety over U.S. tariff policies, which are causing fluctuations in gold prices, the USD exchange rate, and stock markets - factors that impact business operations, jobs, and household incomes.
Citizens are also deeply troubled by rising issues such as counterfeit milk, fake medications, substandard food, deceptive advertising on social media, fires, and child abuse. They expect relevant authorities to investigate and address these issues strictly.
Online scams, fraudulent phone calls, impersonation messages, and clickbait content continue to sow fear among the public.

Based on the collected opinions, the VFF Presidium has issued several recommendations.
Firstly, regarding the unprecedented apparatus reform, the Presidium urges authorities to promptly advise the Party and the State on adjustments to emerging issues, ensuring, in the words of General Secretary To Lam, that "we organize as we go, ensuring work continuity, a better new apparatus, and improved public welfare."
The Presidium also called for aggressive action against counterfeit goods and low-quality products, and a definitive end to scam phone calls and spam SIMs.
It further recommended that relevant ministries swiftly propose legal documents to formalize major Party and State policies, such as: tuition-free education; lunch support for students; relocation support for public employees moving to new administrative centers; and specific regulations on repurposing excess facilities after restructuring.
The 9th session of the 15th National Assembly opened on May 5 and is scheduled to conclude on June 30. It will be held in two phases: Phase 1 from May 5 to May 29, and Phase 2 from June 11 to June 30.
This session will cover key decisions on 54 legislative items (including 3 constitutional resolutions and 51 laws and legislative resolutions) and 14 topics related to the economy, state budget, supervision, and other critical national matters.
