President Emmanuel Macron expressed his delight in visiting Vietnam for the first time, a country he described as an important partner in France’s Indo-Pacific strategy. He noted that the Vietnam-France relationship is marked by its many unique characteristics, having evolved through different historical stages and currently built on a foundation of mutual trust and respect.
The Vietnam-France comprehensive strategic partnership stands out amid an increasingly complex and fast-changing global landscape.
Both sides reaffirmed their commitment to prioritizing cooperation in political diplomacy, national defense and security (including cybersecurity), economic and trade investment, maritime economy, development collaboration, and people-to-people exchanges.
They also agreed to strengthen cooperation in energy transition, with France supporting Vietnam through the Just Energy Transition Partnership (JETP). Collaboration will expand into nuclear energy, human resource training, and peaceful applications of atomic energy, particularly in healthcare.
The two leaders expressed satisfaction over advances in economic cooperation and international coordination.
Both nations aim to develop key collaborative projects that symbolize their partnership in this new era of Vietnam’s growth and modernization.

In continuing this longstanding partnership, both sides committed to boosting cooperation in healthcare, particularly in vaccine research, early screening for serious illnesses, and the application of science and technology in medical treatment.
General Secretary To Lam and President Macron also exchanged views on key international issues, agreeing on the need for peaceful dialogue in resolving conflicts.
Both parties pledged to uphold multilateralism and contribute to building a fair, democratic international system based on international law, with the United Nations playing a central role.

President Macron praised the role of Vietnam’s National Assembly in fostering friendship and multifaceted cooperation with France. He called for deeper collaboration between the two legislatures, particularly in facilitating the ratification of bilateral agreements.
Both sides highlighted the strong relationship between the Vietnamese National Assembly and the French Parliament, which has positively contributed to strengthening the Vietnam-France comprehensive strategic partnership.
The two sides agreed to expand collaboration between parliaments and promote shared initiatives.
They agreed to continue delegations at all levels, especially between their respective parliaments and Vietnam-France parliamentary friendship groups, while also enhancing cooperation within forums such as the Asia-Pacific Parliamentary Forum (APPF) and the Francophone Parliamentary Assembly.
Chairman Tran Thanh Man appreciated the fruitful legislative exchanges in 2024, particularly discussions with French lawmakers focused on institutional reform, green transition, and the digital economy.
President Macron also commended the Vietnamese community in France for its meaningful contributions to both French society and bilateral relations, noting the presence of Vietnamese-origin members in the French parliament.
He extended a formal invitation to Chairman Tran Thanh Man to attend the Francophone Parliamentary Assembly (APF), scheduled to take place in France this July.
