On behalf of the Prime Minister, Standing Deputy Prime Minister Nguyen Hoa Binh signed Directive No. 118/CĐ-TTg to expedite the implementation of tasks outlined in Government Resolution No. 233/NQ-CP, dated December 10, 2024. The resolution sets out guidelines to resolve obstacles facing solar and wind power projects across the country.

The directive calls on ministers, provincial chairpersons, and leaders of relevant ministries and agencies to decisively resolve outstanding issues within their authority. Each is responsible for the accuracy and timeliness of information, data, and implementation progress submitted to the Government.
Specific tasks include:
Lam Dong Province: Must resolve land use conflicts between wind/solar projects and titanium mining zones, especially those formerly under Binh Thuan and Dak Nong jurisdictions. Completion deadline: July 25, 2025.
Dak Lak Province: Must address overlapping plans between the Long Thanh 1 solar project and the Ia Mor reservoir irrigation zone. Deadline: July 25, 2025.
Provinces including Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City, and Dak Lak: Must resolve land-related administrative issues - such as land expansion, leasing, and conversion - for 40 wind and solar projects identified in Government Inspectorate Conclusion No. 1027/KL-TTCP. Deadline: July 25, 2025.
Provinces including Dong Nai, Vinh Long, Dong Thap, Can Tho, Phu Tho, Ho Chi Minh City, Khanh Hoa, Lam Dong, and Dak Lak: Must identify and clarify land classification for large rooftop solar systems built on agricultural and forestry land under the farm investment model, as outlined in the Ministry of Industry and Trade’s Report No. 345/BC-BCT. Deadline: July 25, 2025.
EVN (Vietnam Electricity Group): Must resolve pricing mechanisms and standardize purchase agreements for rooftop solar installed on agricultural and forestry land under the farm model. Deadline: July 25, 2025.
Regarding eligibility for feed-in tariffs (FIT) for wind and solar projects, the Prime Minister has directed the Ministry of Industry and Trade and EVN to review and propose solutions, referencing the Ministry’s report No. 729/BC-BCT dated July 15, 2025. A consolidated proposal must be submitted to the Government by July 25, 2025.
In addition, the Ministry of Agriculture and Environment is to work with the Ministry of Industry and Trade and localities to promptly resolve overlapping regulations concerning mineral reserves, irrigation zoning, forest and agricultural land use. Matters beyond their jurisdiction must be escalated to the Prime Minister.
