Prime Minister Pham Minh Chinh has issued Directive No. 17 on organizing full-day schooling and summer activities for children and students, with a strong focus on safety, enrichment, and comprehensive development in culture, arts, physical education, life skills, English proficiency, and more.

The directive underscores the Party and State’s long-standing commitment to advancing education through policies and mechanisms that have yielded substantial progress. However, challenges remain - particularly regarding facilities, teaching staff, and resources in remote, ethnic minority, and mountainous regions. Full-day schooling remains inconsistent, and summer supervision for children lacks attention, leading to accidents and safety risks, including drowning.

To address these issues, the Prime Minister calls on ministries, sectors, and localities to enhance programs that develop students' cultural, artistic, physical, and digital competencies, including English and individual talents.

For full-day schooling, the Ministry of Education and Training (MOET) is tasked with issuing clear guidelines, detailing objectives, requirements, target groups, content, formats, methodologies, and expected outcomes. The directive emphasizes promoting self-study, group learning, hands-on experiences, and improving the overall quality of education, both in character and competence.

The Prime Minister stresses the need to bolster education in arts, sports, STEM, career orientation, and personal development. He encourages further social engagement to raise education standards, especially in nurturing AI and digital skills.

Additionally, ministries and localities must implement effective infrastructure improvement plans, especially in disadvantaged regions - border areas, islands, and economically challenged communities - ensuring equitable access to education.

MOET and the Ministry of Home Affairs have been instructed to audit teacher recruitment nationwide, address shortages, and ensure sufficient staffing for full-day schooling programs.

At the local level, authorities are urged to allocate budget resources and integrate funding from various programs and projects to improve school infrastructure, teaching tools, and operational costs for two-session school days.

The directive also encourages localities to involve experts, artists, athletes, and professionals in organizing educational activities, particularly in the arts, sports, and life skills training.

Regarding summer programs for preschool and general education students, MOET will provide detailed guidance to localities, with frequent inspections to ensure activities are safe, engaging, and compliant with regulations. Violations must be addressed and rectified promptly.

Deputy Prime Minister Le Thanh Long has been assigned to oversee implementation across MOET and all relevant ministries and localities.
