Deputy Prime Minister Ho Duc Phoc has signed Decision No. 992 to consolidate the National Wage Council, appointing Deputy Minister of Home Affairs Nguyen Manh Khuong as its new Chairman.

The restructured council consists of 17 members. Alongside Chairman Nguyen Manh Khuong, the council includes three Vice Chairpersons: Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry; and Dinh Hong Thai, Vice President of the Vietnam Cooperative Alliance.

Diverse representation across sectors

The remaining members include four representatives from the Ministry of Home Affairs, four from the Vietnam General Confederation of Labor, and three representatives from national-level employer organizations. These include one member from the Vietnam Association of Small and Medium Enterprises and two from major labor-intensive sectoral associations.

Additionally, two independent members are experts or academics specializing in labor, wages, and socio-economic issues.

The National Wage Council will use its own official seal, managed by the Ministry of Home Affairs. The council is tasked with researching, surveying, collecting data, and analyzing the national landscape related to wages, the minimum living standards of workers, enterprise operations, labor market supply and demand, employment, and unemployment trends.

Key responsibilities of the Council

The Council is responsible for producing reports on minimum wage levels, reviewing living standards of workers and their families, and delineating geographical regions for minimum wage applications. These efforts serve as the basis for determining wage adjustment plans.

Annually, the Council submits recommendations to the government regarding the adjustment of region-based minimum wages (including both monthly and hourly rates). It also advises on broader wage policy applicable to workers across enterprises, agencies, organizations, and cooperatives, in accordance with the Labor Code.
