
In a report submitted to the National Assembly 9th session, Chief Prosecutor Nguyen Huy Tien of the Supreme People's Procuracy reported that from October 1, 2024, to March 31, 2025, the Investigation Agency of the Supreme People's Procuracy received nearly 2,570 crime reports (up over 29 percent) and processed more than 2,350 reports, which meant the 91.6 percent resolution rate.
The agency also handled 88 crime reports, resolving 63 of them (71.6 percent). It prosecuted and investigated multiple cases and defendants from investigative agencies, procuracies, and courts for crimes involving judicial violations and corruption in judicial activities, which caught significant public attention.
Examples include bribery cases involving Ngo Quoc Hung, former Deputy Chief Prosecutor of Phu Binh District Procuracy in Thai Nguyen, and Pham Viet Cuong, former Deputy Chief Justice of the High People's Court in Da Nang; cases of receiving, giving, and brokering bribes at the High People's Court in Da Nang and other provinces and cities; and a case involving Nguyen Huy Loi, a former officer of the A05 Department of the Ministry of Public Security, for "abusing position and authority to appropriate assets."
According to Tien, the Investigative Agency of the Supreme People's Procuracy received guidance from the leadership of the Supreme People's Procuracy and implemented measures to enhance the quality of its operations and investigators.
As a result, the agency promptly prevented, corrected, and addressed violations in judicial activities and corruption related to official misconduct within judicial operations. This had contributed to improving the performance of judicial agencies and ensuring proper law enforcement.
Chief Prosecutor Nguyen Huy Tien affirmed that the procuracy's investigation efforts have become increasingly effective, achieving significant results: a 93.8 percent crime detection rate (exceeding the target by 23.8 percent); a 97.8 percent detection rate for very serious and particularly serious crimes (exceeding the target by 7.8 percent); and recovery of VND16.116 billion, or 87 percent (exceeding the target by 27 percent).
The report noted that the Investigative Agency of the Supreme People's Procuracy handled 65 cases involving 172 defendants (up 1.6 percent in cases and nearly 40 percent in defendants). Of these, 49 cases with 135 defendants involved corruption and official misconduct in judicial activities (75 percent). The agency resolved 41 cases involving 82 defendants, concluding investigations and proposing prosecution for 34 cases with 74 defendants.
Through its investigations, the Supreme People's Procuracy issued 36 recommendations to judicial agencies to address and prevent violations and crimes in judicial activities. All recommendations were accepted and implemented.
Specifically, there were 17 recommendations for the police, six for procuracies, five for courts, seven for judgment enforcement agencies, and one for a relevant agency.
