The Vietnamese government has authorized the Kien Giang provincial authorities to select a domestic investor and carry out the expansion of Phu Quoc International Airport in line with its dual-use function as both a civilian and military facility.

According to Resolution No. 01 recently issued, the government approved the investment plan to expand Phu Quoc International Airport to serve the 2027 APEC Summit under a business investment model defined in the Law on Investment.
The Kien Giang People’s Committee has been assigned to oversee investor selection and organize the project implementation, ensuring it aligns with the airport's status as a dual-use facility, as proposed by provincial authorities.
Under the resolution, Kien Giang is delegated authority to approve and amend investment guidelines for the expansion project.
The administrative procedures involved will follow the same process applicable to provincial-level investment projects under current law.
The province will also be responsible for environmental impact assessment approvals and the evaluation and clearance of fire safety designs for construction components of the expansion.
Additionally, the government agreed to transfer infrastructure assets at Phu Quoc International Airport - previously managed by the Ministry of Construction - to the Kien Giang People’s Committee. This excludes assets managed by Airports Corporation of Vietnam (ACV) located on national defense or military-managed land, as defined in the official master plan.
The Ministry of Construction will collaborate with Kien Giang to list infrastructure assets under ACV’s management and issue a decision to hand over state-invested infrastructure assets to the province for the purpose of airport expansion in preparation for APEC 2027.
Notably, the province will not be required to pay for the transferred assets. Instead, it must receive, manage, and utilize them properly under the law, including hiring a valuation agency to determine asset values for future review or possible reimbursement to the state.
The Vinh
