According to the investigation agency of the Khanh Hoa Provincial Police Department, 29-year-old Huang Yue had been under a red notice issued by Interpol for charges related to large-scale fraud and misappropriation of assets.

Huang Yue was identified as a member of a sophisticated international scam organization. In 2021, Chinese authorities issued an arrest warrant against him. However, before they could act, he fled the country.

Interpol issued Red Notice No. A-9585/11-2021 on November 23, 2021, at the request of the Chinese government, officially seeking international assistance in locating and detaining him.

Acting on intelligence, Khanh Hoa police launched a search operation. On the evening of July 31, authorities tracked Huang Yue to a residence on Pham Van Dong Street in Vinh Hoa Ward, where he had been posing as a long-term tourist.

He was arrested the following day, August 1, and transported to Huu Nghi International Border Gate in Lang Son province. There, he was transferred to Chinese police in accordance with Vietnamese law and international bilateral agreements between Vietnam and China.
