The Ministry of Home Affairs has urged provincial Party Secretaries and Chairpersons of provincial and centrally governed cities to prioritize appointing capable, experienced, and reform-minded leaders who are willing to take initiative and responsibility for the position of commune People's Committee chairperson.

In Official Dispatch No. 3308 recently sent to provincial Party Committees and People's Committee chairpersons, the Ministry provided guidelines for arranging and assigning leadership and management roles within newly formed commune-level People's Committees.

The dispatch emphasized that the Government is currently finalizing amendments to the Law on Local Government Organization and drafting 28 decrees concerning decentralization, delegation, and delineation of powers among different levels of local government. These efforts aim to uphold the principle of “local decisions, local actions, local accountability” to meet the demands of modern, professional governance that serves the people.

Under the revised law, 1,065 duties and powers currently assigned to district-level authorities will be transferred to commune-level authorities, alongside new responsibilities stipulated in the amended law.

In light of directives from the Prime Minister and the Chairman of the National Assembly regarding decentralization and the implementation of the two-tier local government model, the Ministry of Home Affairs has requested provincial leaders to direct the restructuring and appointment of personnel to leadership and management positions at commune-level People's Committees and their specialized agencies.

The selection and assignment of officials must strictly comply with standards and conditions outlined by the Politburo, the Government Steering Committee, and local regulations.

For leadership and management roles within the commune-level People's Committees in general, and particularly for the position of chairperson, the Ministry has recommended that local authorities prioritize appointing individuals with strong leadership capabilities, state management experience, innovative thinking, and a willingness to take responsibility for collective progress.

The Ministry explained that this requirement stems from the significant workload and responsibilities faced by commune-level authorities operating under the new two-tier local government model, which emphasizes decentralization and delegation of authority.

The Ministry also urged localities to promptly review personnel plans for the new commune-level governments. If current staffing plans fall short of meeting required tasks, provinces should reassign or supplement qualified and experienced leaders and managers from the provincial level to the commune level.
