The Inspection Committee of the Ho Chi Minh City Party Committee has announced disciplinary actions against two party organizations and five individuals involved in violations related to projects managed by Thuan An Group and associated companies.

The disciplinary actions include a reprimand for the Party Committee of the Traffic Project Management Board (Traffic Board) for the 2020-2025 term. The violations stemmed from mismanagement in projects and bidding packages conducted by Thuan An Group in Ho Chi Minh City.

The Traffic Board was found to have violated democratic centralism principles and its internal working regulations. It failed to adequately oversee the execution of political duties, leading to shortcomings and violations in certain bidding packages. The board also delayed implementing conclusions from audits and inspections by competent authorities.

Key individuals held accountable include Luong Minh Phuc, Party Secretary and Director of the Traffic Board, as well as Deputy Directors Le Ngoc Hung and Nguyen Vinh Ninh. All three were reprimanded for their roles in the infractions.

Disciplinary actions extend to Urban Infrastructure Management Board

Similarly, the Party Committee of the Urban Infrastructure Management Board (Infrastructure Board) for the 2020-2025 term received a warning. The committee was cited for similar violations of democratic centralism principles, lax leadership, and oversight, which led to violations in various projects.

One notable case involved Le Thanh Tung, Head of the Project 4 Management Unit within the Infrastructure Board, who was expelled from the Party for violating anti-corruption laws. Nguyen Hoang Anh Dung, Deputy Director of the Infrastructure Board, received a reprimand.

Thuan An Group participated in key projects, including the renovation of the Tham Luong–Ben Cat–Rach Nuoc Len Canal, where it undertook significant construction work for bidding packages XL-05 and XL-06.

Broader implications and further disciplinary actions

The Inspection Committee also issued a reprimand to Do Viet Ha, Party Secretary and Chairman of the Ho Chi Minh City Union of Friendship Organizations. Ha was cited for failing to oversee his subordinates adequately and for permitting non-compliance with internal regulations.

Deputy Secretary and Vice Chairman Ho Xuan Lam also received a reprimand for lacking transparency in managing funds and failing to follow proper leadership protocols.

These measures highlight the city’s efforts to hold officials and organizations accountable for mismanagement and corruption, particularly in critical infrastructure projects.
