Under the plan, the Department of Grassroots Culture, in coordination with the Department of Family and the Library Administration, will oversee the pilot in collaboration with relevant local authorities and agencies.
The Family Happiness Index is a set of criteria designed to measure and assess family members' satisfaction across foundational aspects such as family cohesion, material well-being, physical and mental health, living environment, and the family’s role in relation to their extended family, community, and society.
These criteria are quantified using a scoring system and can be adapted for various demographic groups. The pilot program aims to raise awareness and strengthen skills among family members in building happy households. It also assesses how satisfied families are with the factors that influence their happiness.
Beyond measurement, the initiative will propose policies and solutions to support family well-being and assess the feasibility of a nationwide rollout of the index.
The pilot will be conducted in Ho Chi Minh City and Hai Phong, with the MoCST working alongside the HCMC Department of Culture and Sports and the Hai Phong Department of Culture, Sports and Tourism to select one ward and one commune in each city for testing.
Key activities in the pilot include preparing the implementation framework, selecting pilot locations, organizing training and public outreach, conducting satisfaction surveys based on the index’s criteria, and evaluating the pilot’s outcomes.
The MoCST emphasizes that the pilot must be carried out in a practical, economical, and effective manner, ensuring strong coordination among all involved agencies. Instructional materials must be concise, comprehensive, and easy for the public to understand and apply. Sustainability and continuity will be central, with regular evaluations and necessary adjustments made throughout the pilot phase.
