The move aims to ensure traffic safety, environmental hygiene, and urban aesthetics in preparation for celebrations of the 80th anniversary of the August Revolution's success (August 19, 1945–2025) and National Day (September 2, 1945–2025).

The department also requested commune-level People’s Committees and project management units to accelerate ongoing works and ensure all construction sites are restored and cleaned up by August 10 at the latest.

Transport infrastructure maintenance and management boards were also demanded to step up inspections and strictly handle any violations. The department also asked for close coordination between the municipal police and inspectorate to monitor and address non-compliance.
