On the morning of June 13, the Hanoi People’s Council held its 23rd extraordinary session to finalize personnel decisions for key positions in the 2021–2026 term.

As part of the session, the council unanimously elected Truong Viet Dung, born in 1980, as Vice Chairman of the Hanoi People’s Committee, and Pham Thi Thanh Mai as Vice Chairwoman of the Hanoi People’s Council.

Truong Viet Dung holds a bachelor's degree in economics, a master's degree in architecture, and an advanced certificate in political theory.

Notably, he was once an outstanding student recruited directly into public service under a special selection process.

He has since held several key roles in Hanoi's government, including Deputy Director of the Department of Planning and Investment and Chief of the Office for the National Assembly Delegation and the People's Council of Hanoi.

Dung’s nomination was introduced by Chairman of the Hanoi People’s Committee Tran Sy Thanh and received 100% approval from the council.

Pham Thi Thanh Mai, born November 3, 1975, in Cu Khe Commune, Thanh Oai District, Hanoi, holds a PhD in economic management, a master’s degree in economic management, and bachelor’s degrees in finance-credit and law. She is currently a member of the National Assembly’s Economic and Financial Committee.

Mai previously served as Party Secretary of Son Tay Town, Head of the Economic and Budget Committee of the Hanoi People’s Council, and Deputy Chief of Staff at the Hanoi Department of Planning and Investment.
