Quang Ninh’s Department of Culture, Sports and Tourism has issued an administrative fine against a company involved in a powered paragliding incident that occurred on Ha Long beach.

On June 20, the department announced that it had penalized Hi Sky Chi Linh Co., Ltd. for violations related to its powered paragliding (paramotor) activities on Bai Chay beach.

Specifically, the company failed to meet safety requirements for designated landing and takeoff areas, and the site used for the activity did not meet surface safety standards. As a result of these two infractions, Hi Sky Chi Linh was fined VND 21 million (approximately USD 825).

In addition to the fine, the company is required to fully comply with regulations related to flight safety, review its safety procedures, and clarify the personal responsibility of pilot Duong Anh Dung in adhering to operational safety protocols.

The company must also submit a detailed report outlining the responsibilities of individuals and groups involved, to be sent to the relevant authorities in accordance with legal requirements.

Previously, on June 19, a video circulated on social media showing a powered paraglider encountering an issue during takeoff at Ha Long beach. The glider sped along the beach, collided with beachgoers, and then flipped onto its side.

Just days earlier, on June 15, another incident occurred in the same area where a paraglider swayed mid-air before abruptly descending into the sea. A rescue speedboat was dispatched to assist, and fortunately, no casualties were reported.
