This afternoon, General Secretary To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man held talks with Hun Sen, President of the Cambodian People's Party and President of the Senate of Cambodia.

General Secretary To Lam respectfully conveyed an invitation to President Hun Sen to attend Vietnam’s 80th National Day celebration in Hanoi in September, which Hun Sen gladly accepted.
President Hun Sen praised the profound significance of Vietnam’s reunification day, highlighting the great strength of solidarity, courage, and indomitable will of the Vietnamese people.
He emphasized that Vietnam’s victory on April 30, 1975, also helped the Cambodian people overthrow the genocidal Pol Pot regime, revive their nation, and achieve the stability and continuous development Cambodia enjoys today.
Hun Sen stressed that Cambodia’s decision to send its army to participate in Vietnam’s parade on April 30 symbolizes the solidarity and shared commitment to safeguarding the independence of both nations. He also noted that April 30 is a meaningful date for Cambodia, marking 26 years since it joined ASEAN in Hanoi.
The two leaders expressed their delight at the significant achievements in the development of their countries and underscored that the solidarity and mutual support between the two Parties and nations are essential and enduring factors in the revolutionary cause and national construction and defense of each country - a valuable asset for both peoples.
Both leaders expressed confidence that the two countries will soon achieve a bilateral trade target of USD 20 billion and deepen practical cooperation in trade and investment amid the complexities of the global economy.
They agreed to further strengthen close cooperation in defense-security, education, training, culture, tourism, and healthcare, tapping the strengths and potentials of each country and the special bond between the two Parties and nations.
Vietnam always remembers and appreciates the wholehearted support of international friends, especially neighboring countries like Cambodia, during its struggles and achievements.
Receiving President Hun Sen, Prime Minister Pham Minh Chinh recalled that on the occasion of Vietnam’s complete liberation of the South, Cambodian Head of State Norodom Sihanouk wrote, "Vietnam’s victory is also a victory for all the peoples of Indochina and the entire Third World."
Prime Minister Pham Minh Chinh emphasized that Vietnam consistently values and strives to strengthen its solidarity and connectivity with Cambodia and Laos, promoting effective and comprehensive cooperation for the practical benefit of the peoples of all three countries.
Hun Sen reiterated that the historic victory not only belongs to the Vietnamese people but also represents a shared triumph for the peoples of Vietnam, Laos, and Cambodia in their struggles for national liberation.
Both sides were pleased that their governments had proactively and effectively launched cooperative initiatives for 2025.
Bilateral trade reached USD 3.2 billion in the first quarter of 2025, an increase of over 10% compared to the same period in 2024. Cooperation in education, culture, tourism, and people-to-people exchanges continues to be strongly promoted.
Prime Minister Pham Minh Chinh affirmed that Vietnam will boost imports of Cambodian agricultural and aquatic products. He also urged Cambodia to facilitate Vietnam’s exports of cement, steel, construction materials, and support the expansion of 5G coverage by Viettel in Cambodia.
Both leaders reaffirmed the importance of solidarity among Vietnam, Laos, and Cambodia and shared common perspectives on many regional and international issues of mutual concern.
In another meeting, National Assembly Chairman Tran Thanh Man emphasized that Vietnam’s parade, with the participation of forces from Laos and Cambodia, not only honored historical values but also symbolized the solidarity, peace, and future aspirations of the three Indochinese peoples.
He expressed special appreciation for Cambodia’s military contingent’s participation, highlighting their companionship and solidarity with the Vietnamese people during major events.
President Hun Sen, delighted by Vietnam’s achievements after 50 years, expressed deep gratitude to the Vietnamese Party, State, army, and people for their timely and effective support for Cambodia.
National Assembly Chairman Tran Thanh Man noted that the 1975 historic Ho Chi Minh Campaign victory opened a new era for Vietnam and inspired national liberation movements around the world, including in Cambodia.
Vietnam-Cambodia relations will continue to serve as a model of neighborly cooperation based on mutual respect, equality, and mutual benefit.
Both sides agreed that to advance into a new era together, they must further strengthen solidarity, build deeper political trust, maintain regular high-level exchanges, and enhance Party-to-Party, Government-to-Government, and National Assembly-to-National Assembly cooperation.
Both nations affirmed the principle of not allowing any hostile force to use one country’s territory to harm the other. They will continue to strengthen defense and security cooperation, effectively implement the Protocol and the 2025 Cooperation Plan, and maintain regular trilateral meetings among the defense, public security, and foreign ministers of Vietnam, Cambodia, and Laos.
