
The Ministry of Home Affairs (MHA) has recently reported on the results of the pilot project to select young volunteer intellectuals for rural and mountainous communes in 2013–2020 after the mission completed.
Before the Government issued Resolution 136 on solutions for assigning jobs for team members of the 500 young intellectuals project, 414 out of 500 team members expressed their wish for assignment or utilization, while 86 team members requested transfers, resigned, or had no need for assignment.
Over three years (from 2022 to December 30, 2024), 359 out of 414 team members, accounting for 86.7 percent, were assigned new tasks and recruited. Of these, 32 out of 359 team members, or 8.9 percent, were assigned as commune-level officers.
Eight team members became vice-chairpersons of commune People's Committees. The remaining 24 took on different roles such as commune Youth Union secretary, chairperson of the commune Women's Union, chairperson of the Farmers' Association, chairperson of the Fatherland Front, and chairperson of the Veterans' Association.
Of the 359 team members, 170, or 47.4 percent, were recruited as commune-level civil servants based on their expertise, training, and job positions. Eighty four team members, or 23.4 percent, were recruited as district-level civil servants. Twenty five team members, or 7 percent, were recruited as provincial-level civil servants. Forty eight team members, or 13.4 percent, were recruited as public employees in state agencies and units.
Eighteen out of 34 provinces have completed the assignment, arrangement, and recruitment of team members under the 500 Young Intellectuals Project. Meanwhile, 55 out of 414 team members in 16 provinces, accounting for 13.3 percent, continue to sign labor contracts and work in communes while awaiting new assignments.
MHA noted that while some provinces developed plans and implemented recruitment and assignment for the project’s team members, others have not prioritized or proactively used these team members.
The localities did not take into account the members of the team when implementing the recruitment plan, which resulted in the lack of personnel quotas.
Under Resolution 136, the provinces covered by the project must complete the arrangement and recruitment of team members with job demands. Meanwhile, 55 out of 414 members in 16 countries are still awaiting new assignments.
The 16 provinces that have not completed the assignment and recruitment of team members include: Ha Tinh (4 team members), Quang Binh (11), Hoa Binh (11), Lai Chau (2), Dien Bien (2), Ha Giang (4), Bac Giang (5), Thanh Hoa (4), Hue City (4), Quang Ngai (2). Lang Son, Lao Cai, Quang Tri, Quang Nam, Binh Dinh, and Ben Tre each have 1 team member yet to be arranged.
