The Politburo, Secretariat, and Central Inspection Commission have disciplined 11 centrally managed officials.

The Central Steering Committee on Anti-Corruption, Wastefulness, and Negative Practices held its 28th session on Monday, chaired by General Secretary To Lam, head of the committee.

According to the session’s report, anti-corruption, wastefulness, and negative practices efforts have been pursued vigorously since the beginning of the year, with significant progress and improvements, increasingly meeting the requirements of the party building, political system strengthening, and socio-economic development promotion.

Institution-building and policy improvement have been prioritized with strong determination, with new guidelines, regulations, and perspectives issued. These efforts address both urgent national political tasks and loopholes in mechanisms, policies, and laws to prevent corruption, wastefulness, and negative practices.

The government, ministries, and localities have focused on reviewing and resolving difficulties and obstacles, addressing delayed, prolonged, and low-efficiency projects and works at risk of causing losses and waste.

As per the Standing Committee’s direction, the government has prioritized resolving issues related to the flood control project in HCM City, renewable energy projects built but not yet connected with national grid or operational, two investment projects on the second facilities of Bach Mai and Viet Duc Friendship Hospitals, and eight projects at high risk of loss and waste.

Efforts to detect and handle corruption, wastefulness, and negative practices have been intensified. Appropriate agencies have focused on inspecting, auditing, investigating, and resolving serious and complex corruption, waste, and negative cases that have drawn public attention.

Disciplining party organizations and thousands of party members

Since the beginning of the year, party committees and inspection commissions at all levels have disciplined 230 party organizations and 7,235 party members. The Politburo, Secretariat, and Central Inspection Commission have disciplined 11 centrally managed officials.

Inspection agencies conducted numerous audits in areas and regions prone to corruption and negative practices, which drew public concern. They recommended recovering and handling VND9,533 billion and 617 hectares of land, taking administrative action against 381 collectives and 1,083 individuals, and transferring 28 cases with signs of criminal activity to investigative agencies for further handling.

In less than three months, the Government Inspectorate completed audits and recommended addressing multiple violations in two investment projects on the second facilities of Bach Mai and Viet Duc Friendship Hospitals.

Judicial agencies nationwide identified, investigated, and handled serious and complex cases in various sectors, significantly impacting the healthy development of the economy, public health, and workers’ rights. Some cases involved collusion between businesses and corrupt officials, causing public outrage. 

Additionally, authorities initiated investigations into cases causing significant losses and waste of state assets, serving as strong warnings and deterrents, in line with the principle of “handling one case to caution the entire region or sector.”

Recovery of over VND100,000 billion in corrupt assets

In the first six months of the year, judicial agencies initiated 1,776 new cases involving 4,038 defendants related to corruption, economic, and official duty crimes. For cases under the Steering Committee’s oversight, investigations concluded for seven cases with 127 defendants, indictments were issued for five cases with 87 defendants, first-instance trials were held for seven cases with 94 defendants, and appellate trials for nine cases with 221 defendants conducted.

Authorities also expanded investigations, initiating two new cases, charging an additional 40 defendants in eight cases, concluding investigations into a case involving the Thuan An Group, issuing indictments and holding first-instance trials for a case involving Phuc Son Group, and conducting first-instance and appellate trials for several key cases as planned by the Steering Committee.

Asset recovery in corruption cases has been a focus, yielding significant results. For cases under the Steering Committee’s oversight, during the investigation phase, authorities seized, froze, and recovered assets worth over VND313 billion and other valuable assets.

During trials, many defendants and their families voluntarily returned thousands of billions of VND to fully remedy the damages. In the civil enforcement phase, nearly VND7,000 billion was recovered, bringing the total recovered since the Steering Committee’s establishment to VND103,854 billion (51.57 percent).

Anti-corruption, waste, and negative practices efforts at local levels have seen positive changes. Provincial steering committees have implemented tasks, including prevention, detection, and handling of corruption, waste, and negative practices.

In the first six months, provincial steering committees placed 53 corruption, wastefulness, and negative cases under supervision. Local authorities disciplined 43 leaders involved in corruption and negative practices, including 21 criminally prosecuted cases, and initiated 416 new cases with 1,207 defendants related to corruption and negative practices. And many localities disciplined and prosecuted officials managed by provincial and city party committees.
