On behalf of the Secretariat, Permanent Member Tran Cam Tu signed Conclusion No. 170 on reviewing preparations for official announcements of central and local resolutions and decisions concerning the merger of administrative units and the establishment of Party organizations.
At its June 24 meeting, after hearing a report from the Office of the Party Central Committee, the Secretariat recognized the proactive and prompt efforts of Party committees and organizations at both central and local levels in implementing the Politburo’s and the Secretariat’s conclusions on streamlining organizational structures and administrative units. Most key tasks have progressed on schedule.
A demanding timeline and strict guidance from the top
Nonetheless, the Secretariat stressed that significant work lies ahead and called for continued strong leadership and close coordination from all levels to accelerate progress.
By June 25 at the latest, localities must complete the establishment of Party organizations, appointment of Party committees, inspection commissions, People’s Councils, People’s Committees, and Fatherland Front committees at provincial, municipal, and commune levels. Additionally, ministries and sectors must finalize and distribute official documents, circulars, and guidance to grassroots units for implementation.
Relevant agencies must also be on standby to handle technical issues that may arise during execution.
The Secretariat instructed all provincial and municipal Party committees to urgently complete trial operations of newly formed Party, state, and socio-political organizations at commune level. Evaluations and summary reports from these trial runs are due by June 27.
Local governments are to review and arrange working facilities, equipment, and other necessary conditions to ensure uninterrupted official operations once full implementation begins.
Public officials, civil servants, and employees are expected to stay focused, uphold a professional image, and maintain strong commitment to serving the people. In communes lacking qualified personnel, provincial authorities are responsible for timely staffing support to guarantee smooth operations.
No extravagant ceremonies or personal celebrations
The Secretariat also instructed authorities to revise and align plans for the official merger announcement ceremonies on June 30. While allowing for celebratory activities to create a festive atmosphere, all events must remain practical, cost-effective, and in accordance with Party and state regulations-avoiding showy, excessive, or wasteful practices. Fireworks may be allowed based on local conditions but must not use state budget funds.
Importantly, the Secretariat emphasized minimizing farewell or farewell summary events and explicitly banned feasts or celebrations for appointments or promotions linked to administrative restructuring.
All unresolved matters must be addressed by June 30 to prevent confusion over authority and responsibility after the mergers are complete. Ongoing tasks must have proper handover plans to ensure continuity, and public assets such as buildings and land must be managed efficiently to prevent loss or misuse.
The Ministry of Public Security has been tasked with ensuring security during the key dates of June 30 and July 1, effectively countering any attempts to incite unrest or distort Party and state policies, and preventing protests or public disturbances.
