On the morning of June 20, the National Assembly concluded its 1.5-day Q&A session covering two major topics: finance and education.

National Assembly Chairman Tran Thanh Man praised the selection of these topics, noting their direct relevance to macroeconomic stability, the lives of citizens, and the country's long-term development.

“The atmosphere in the chamber was lively and constructive, with a strong sense of responsibility. Questions were specific and clear, with most delegates focusing on a single issue and using their allotted time effectively,” he remarked.

According to Chairman Tran Thanh Man, many questions focused on institutional challenges and practical concerns, reflecting the hope that the government and ministries will implement more decisive reforms and practical solutions for sustainable and rapid national development in response to the people’s expectations.

The ministers demonstrated a receptive and responsible attitude, showed deep understanding of their respective areas, and responded directly with clear commitments and action plans.

Ensuring sufficient budget for Party resolutions

Regarding Finance Minister Nguyen Van Thang’s responses, Chairman Tran Thanh Man said the minister was well-prepared, addressed issues thoroughly, and responded directly to questions.

He emphasized that the Ministry of Finance, along with the government and other relevant ministries, must heed the feedback from lawmakers, strengthen fiscal discipline, and boost the digital transformation to improve budget management efficiency.

He also urged sufficient budget allocation for key objectives outlined in Party resolutions, including scientific and technological advancement, private sector development, tuition exemptions, public investment disbursement, administrative reform, and improved governance and evaluation mechanisms for state-owned enterprises.

Chairman Man also called for revisions to the Law on Supporting Small and Medium Enterprises, encouragement for sole proprietors to transition into traditional businesses, and clear guidance on eliminating flat-rate taxation.

He stressed the importance of accelerating investment procedures, particularly for large FDI projects, with a focus on high-tech and high value-added enterprises. He also pushed for regulatory reforms in industrial zones, economic zones, eco-industrial development, and coastal economic zones, while promoting decentralization to improve state management efficiency.

Education and training: a tough task requiring broad cooperation

On education, Chairman Man noted that Minister Nguyen Kim Son largely answered the issues raised and was candid about the sector’s shortcomings, while committing to policy refinement and implementation of proposed solutions.

He urged the government and education ministry to take lawmakers’ feedback seriously and execute proposed reforms. This includes addressing institutional bottlenecks, decentralization, university planning, and building a capable teaching and research workforce in basic sciences and key technologies.

Regarding private tutoring, he called for clearer public guidance and media communication. He also emphasized increased investment in infrastructure to support full-day schooling, incorporating technology, reforming assessment methods, and improving in-school learning quality.

Chairman Man further demanded strict enforcement of regulations ensuring safe educational environments and addressing school violence. He advocated for building school culture and behavior codes, while removing violent or inappropriate online content affecting students.

He also stressed the need to allocate sufficient resources to guarantee nutritious school meals and implement health and safety measures, including safe swimming education and traffic safety awareness.

“Education is a complex task. Despite strong leadership from the Party and State, successful implementation depends on cooperation among ministries, agencies, local authorities, and the active support of society, including parents,” he said.

He affirmed that the National Assembly will continue monitoring and driving implementation to ensure promises become results and commitments lead to concrete change.

After 1.5 days of intensive, responsible work, the National Assembly completed its Q&A agenda for the 9th session of the 15th legislature.

During the session, 97 delegates spoke and 17 engaged in rebuttals. Deputy Prime Minister Ho Duc Phoc, Health Minister Dao Hong Lan, State Bank Governor Nguyen Thi Hong, and Permanent Deputy Prime Minister Nguyen Hoa Binh also addressed and clarified issues raised by lawmakers.

Core conclusions for each topic were drawn during the sessions. The National Assembly Standing Committee will guide relevant agencies in drafting a resolution for delegate review and submission for approval at the session’s closing to serve as the basis for execution and oversight.
